Did Title 42 lead border crossings to increase?

Title 42 ends this Thursday, May 11th, ending the public health order making it illegal for immigrants at the border to seek asylum. This order was created during Covid Pandemic by the Trump Administration. The CATO Institute, an American Think Tank, feels that the policy backfired and caused more illegal crossing.
